Sellers Dorsey announced that former Texas Medicaid Director Billy Millwee will serve as a Managing Principal with the firm. In this position, Mr. Millwee will lead a team of consultants in delivering continued value to Sellers Dorsey clients and strategic efforts to develop additional national business, including expanding the firm’s growing footprint in Texas.
Mr. Millwee became a Senior Consultant with Sellers Dorsey in January of 2013 and brought with him significant operational and programmatic experience within public and commercial sectors. Prior to joining Sellers Dorsey, Millwee served as the Texas Health and Human Services Commission (HHSC) Deputy Executive Commissioner and Medicaid Director from 2009 until August 2012 where he was responsible for the $30 billion Texas Medicaid and CHIP programs. While with the HHSC, Millwee instituted reforms that expanded managed care, instituted payment and delivery system reforms, and created innovative uncompensated care and delivery system reform funding models. With over 20 years experience in state Medicaid programs, Millwee offers a deep understanding of the complexities of Medicaid. He also brings a national perspective from having served on the board of the National Association of Medicaid Directors (NAMD) and through completion of the Robert Wood Johnson/Center for Health Care Strategies Medicaid Leadership Fellowship.

Mr. Millwee joins Pat Brady as a Managing Principal with the firm. Ms. Brady, who served as the Acting Deputy Secretary for the Pennsylvania Department of Public Welfare Office of Long Term Living and as the Director of the Bureau of Long Term Care programs, has been a Managing Principal with the firm since 2011. In her roles with the Commonwealth, Ms. Brady headed Pennsylvania’s long term care programs and oversaw the $4 billion long term care budget. Prior to her state service, she was an executive with Keystone Health Plan Central, a central Pennsylvania managed care company, where she led a highly successful customer service operation. Ms. Brady will continue her work in developing and implementing financing initiatives for states and private sector clients, allowing them to implement delivery, payment, and quality improvement reforms for Medicaid programs. Ms. Brady is currently working closely with the State of Missouri and the Commonwealth of Pennsylvania on initiatives.
Hurdle also announced that Senior Consultant Jim Jones has been promoted to the position of Principal with the firm. Prior to joining Sellers Dorsey in 2011, Jones had a long career with the State of Wisconsin; serving as Deputy Administrator of Wisconsin's Division of Health Care Access and Accountability, SNAP Program Director, and Deputy State Medicaid Director. His work with Sellers Dorsey’s clients includes developing state health insurance marketplaces, designing waivers to increase state flexibility, advising states and commercial clients on eligibility determination, assisting in the implementation of the ACA for states, non-profit organizations and health plans, and MMIS implementation. As a Principal, Jones will direct large-scale client engagements and work to develop joint product offerings with Sellers Dorsey strategic partners.
