Supreme Court backs EPA pollution rule that Xcel opposed

In a 6-2 vote, the U.S. Supreme Court said the Environmental Protection Agency has the right to limit smog from coal plants that drifts across state lines, a defeat for utilities that are still spending big on coal plants.
