Gov. Rick Perry of Texas signed the nation’s toughest anti-abortion legislation on Thursday, as Planned Parenthood announced it is being forced to close women’s health clinics in three Texas cities. The closures follow actions in which the Texas Legislature not only slapped stringent conditions on reproductive services, but cut money going to the state’s Medicaid family planning program — called the Women’s Health Program — and blocked money going to Planned Parenthood for non-abortion services.
