Texas' smaller colleges bear brunt of tuition revenue bond failures

Texas' smaller colleges and universities are being forced to delay construction projects due to a lack of state funding. The latest tuition revenue bond proposal, for $2.7 billion, failed to pass in the most recent state legislative session. The last time a TRB was authorized by the state was in 2006.
